restricted call for tender n°01/DL/2008

Air Navigation National Establishment initiates a
national and international restricted cal for tender
n°01/DL/2008 for :
“Survey of rehabilitation and extension of the electric infrastructures
of basis of the airport of Alger Houari-Boumediene”
All the concerned tenderers can withdraw the statement
of requirements against a compulsory non refundable
payment of (5 000,00) algerian dinars at :

The proposals shall contain the following doculents :
Technical fold : fold should contain the following
pieces :
• Dated and signed declaration to subscribe;
• Signed statement of requirements without reference
to the amounts ;
• Statutes of the society tenderer ;
• Trade register of the society tenderer ;
• Approval for the national study offices and the
equivalant for strangers ;
• In case of grouping, to join an okay protocol specifying
the chief of line and the part of every member
(Rate, without indication of amounts) as well as the
shutter of intervention of every member ;
• The tenderer's police record for the national and
strangers installed in Algeria ;
• Attestation of solvency of the tenderer's bank ;
• Documents proving the tenderer being cleared with
Algerian tax and social services for the national study
offices and the foreign study offices having worked in
Algeria (CNAS, CASNOS, CACOBATPH);
• The presentation of the study office ;
• The declaration on the honor of the tenderer duly
dated and signed that he/it is not under the influence of
a procedure of liquidation, seizure or all other situation
that would prevent him of sournissionner, to honor
his/her/its engagements and to achieve his/her/its
benefits in rules of the art;
• References of the study office during the five
(05) last years duly authenticated by masters of works
(accompanied of cards techniques, prospectus, photo,
CD ROM, diagrams .... ) ;
• Qualification and expertise of the key staff to
mobilize for these studies (the team's organization
chart having to intervene for these studies, curriculumses
vitaes of specialists hired in the team, dated
and having to sign by interested parties ;
• The general planning and delay of execution;
Note on the methodology of work and organization
to put in oeuvre in the conduct of the survey. This
note should specify the consistence of study files (lists
retailed of the deliverable documents) to put to the
ENNA for every phase of survey ;
• Delegations to people authorized to hire the tenderer
dated duly and signed, in the case of a grouping, the delegation
of power of study offices forming the grouping.
NB: In the case of a grouping the signatory of the
declaration to subscribe will be the proxy acting in the
name of the grouping.
Financial fold : fold should contain the following
pieces:
• Dated and signed submissiveness;
• Dated and signed quantitative and approximate
estimate (benefit).
Eliminatory pieces :
Technical fold :
• Dated and signed declaration to subscribe;
• Statutes of the society tenderer ;
• Signed statement of requirements without reference
to the amounts ;
• Approval for the national study offices and the
equivalant for strangers;
• References of the study office during the five
(05) last years duly authenticated by masters of works
(accompanied of cards techniques, prospectus, photo,
CD ROM, diagrams .... ).
Financial fold : fold should contain the following pieces
• Dated and signed submissiveness;
• Dated and signed quantitative and approximate
estimate (benefit).
The proposals should be put at the above address
in a closed and anonymous envelope containing two
distinct folds:
One (01) anonymous technical fold and one (01)
anonymous financial fold with the mention “Pli
Technique” on the envelope containing the technical
offer and the mention “Pli financier” on the envelope
containing the financial offer.
It will be written on the outer envelope containing
the two folds the only following indication :

“Soumission à ne pas ouvrir
> The withdrawal of the statement of requirements will
be done by a delegated person holding an authorisation.
> The deadline of proposals deposit is fixed to
Wednesday 26 march 2008 (limited hour : 12h00).
> The tenderers will remain committed by their
proposals for a 120 days period, from the final date of
submission of tenders.
> The tenderers are invited to the opening of the
technical folds on Wednesday 26 march 2008 at
13h.30 at the same place where the bids tender were
submitted.
