The office of promotion and real management of DAR
EL BEIDA launches an invitation to tender to national and
international competition restricted for the development of
the studies and the realization in any trade of 440 rental
social housing located to the eucalypti commune of the
eucalypti. This program is registered in the five-year program
2005-2009.
Competition is restricted with the qualified company's
category 5 or more and with the foreign companies having
qualifications and equivalent references, validated by the
consular services.
The office of promotion and real management of Dar El
Beida quoted Rabia Tahar LT M5, Bab Ezzouar, Algiers
The office owes ête presented under three closed folds,
and in the fonn of fold comprising the mention "guarantee
of tender " a fold comprising the mention" offers teçbnical”
and a fold comprising those must be closed and integrated
in the outer jacket.
The outer jacket must be anonymous and be marked
only following :

For the development of the studies and realization in
any trade of the project :

"tender not to be opened"
"has to open only in the presence of the committee of
opening folds"
The tenderers will present the offer in three (03) specimens,
one havig to be marked "original" the two others, the
mention "copies".
In the event of difference between the three copies, the
original one will be taken.
The exemplary troix containirig the offer must be printed
and signed by the tenderer or a person duly entitled to
carry out the market, provided with a written procuration
or decision with delegation of powers with signature in the
name of the company accompanying the offer.
1- The fold being_ marked “guarantee of soumissione
will have to include :
A bid bond > 01% of the amount of the tender (according
to model joint in the schedule of conditions) without
reference to the amount of the tender.
2- The fold being marked "Offers technical" will
have to include :
Graphic documents, the technical reapport and foffowing
lawful administrative parts :
* The declaration to be subscribed (according to model
attached).
* This schedule of conditions initialed by the annexed
tenderer of his technical specifications with precision of
the completion dates (without reference to the amount of
the offer).
* Alegalized copy of the certificate of professional qualification
and classification category 5 or more for the
national companies, or equivalent for the foreign comparues
validated by the consular services.
* A legalized copy of the register of trade.
* A copy of the approval of the engineering and design
departinent of the company.
* A copy of the chart of tax registration.
* Copies of the statute of the company or the grouping
and the possible modifying ones, draft-agreement of the
grouping
* Countable assessments and their appendices indicating
the various three last years financiat results (aimed by
the auditor and the services of the taxes).
* Legalized copies of the tax certificates and parafiscaleset
of organizations of social security (CNAS, CACOBATH,
CASNOS and extract of role).
* Copy legalized extract of the criminal record of the
tenderer.
* Banking references (Bank statement or certificate of
solvency, delivered by the bank).
* List human and material means to mobilize within the
framework of this project.
* The list of the professional references.
* Certificates of good execution.
* Planning of execution of the missions' studies and
achievements.
N.B.: All the tax and special taxation parts must be
legalized, the technical dossier should not comprise any
reference or indication with the amount of the offer.
3- The fold being marked "offers financial" willhave
to include :
- The letter of tender
- The umît price schedule
- The estimated quantitative estimate of the offer duly
signed and initialed by the tenderer.
The limiting date of deposit of the offers is fixed at
forty five (45) days as from the date of the first publication
of this opinion in the national BOMOP or daily newspapers
at midday (12h00).
Any tender delivered after this time will be regarded as
null and not avenue.
The opening of the folds is envisaged the forty five (45
E ) days as from the date of the first publication of this opinion’at
thirteen hours (l3h00).
It moreover is specified than the offers will have to be
given directly before the date and limiting hour of deposit
of the offers.
The tenderers will remain committed by their offers
throughout one hundred four twenty (180) days as from
the limiting date of the deposits of the offers.
